HMC worked with the UN Environment Programme (UNEP) to develop a pioneering Sustainable Blue Economy Transition Framework.
The Transition Framework has been developed to assist governments and decision makers currently in the process of developing their own transition plans to a Sustainable Blue Economy. It provides countries with guidance for developing a strategic approach towards a Sustainable Blue Economy – one which delivers and embodies ocean-related Sustainable Development Goals – based on understanding existing governance systems and how these can be improved.
This work included the provision of technical support and expert input into the development of supporting tools, protocols and guidance for the pilot application of the prototype Transition Framework. This included integration with Blue Economy and public financing, and the development and trialling of a Rapid Readiness Assessment diagnostic tool which assesses whether a nation is ready to embark on a transition process and identifies key enabling actions to facilitate this readiness.
