Senior Consultant – Blue Economy

Our work spans the full lifecycle of marine and coastal programmes – from strategy and policy development through to implementation, evaluation, and investment design – across UK and international contexts. 

Within our Blue Economy portfolio, we support governments, investors, and organisations in designing and delivering sustainable ocean-based economies. This includes working on complex, multi-stakeholder projects that require alignment between policy, finance, and delivery systems. 

Your Role

As a Senior Consultant, you will play a key role in advancing blue economy solutions. You could be involved in designing strategies and programmes, supporting investment and finance approaches, and helping translate high-level ambition into practical, deliverable outcomes for our clients.  

This role is well-suited to someone who is looking to take the next step in their career. You will be supported to develop your project management, business development, and technical skills, with increasing responsibility over time.  

Your responsibilities will include: 

• Delivering projects focussed on blue economy development in the UK and internationally, including:  
• Blue economy strategy and policy (e.g. Fisheries management, marine spatial planning, offshore energy/renewables, natural capital, ocean finance) 
• Design of sustainable finance approaches  
• Institutional and market assessments 
• Programme and fund design and evaluation 
• Private sector engagement and market shaping 
• Translating policy and strategy into practical, implementable delivery approaches 
• Supporting and increasingly leading project management, working alongside Project Managers and Heads to ensure project delivery on time, budget, and quality 
• Contributing to the planning, delivery, and facilitation of a range of stakeholder engagement activities including workshops 
• Supporting and contributing to high-quality bids, with opportunities to take on greater responsibility over time  
• Building strong relationships with clients and partners, including governments and their supporting agencies, inter-governmental organisations, NGOs, and the private sector 
• Supporting, and over time, representing HMC externally at events, forums, and client meetings 
• Developing your profile and contributing to thought leadership in the sustainable blue economy field 
• Contributing to internal discussions on business development 

Development and Support 

We are committed to supporting your development at HMC. In this role, you will: 

• Work closely with experienced Project Managers, Principal Consultants, Heads, and Directors  
• Receive regular feedback and support to develop your consultancy skills  
• Be supported to build confidence in project management and client engagement  
• Have opportunities to shape your technical specialism and areas of interest over time 

 Qualifications, experience and skills 

• A relevant degree or professional experience in marine/coastal or environmental management, marine science, or a related discipline 
• Experience of working in a marine or coastal policy development or implementation context, for example in fisheries management, marine spatial planning, renewable energy, or ocean finance 
• Experience in consultancy; international development; Monitoring, Evaluation, and Learning work; or blue economy-related sectors (we welcome candidates from a range of professional backgrounds) 
• Excellent analytical skills and an ability to translate complex technical information.  
• Excellent written and verbal communication skills 
• Project management skills with an ability to prioritise a dynamic workload 
• Strong stakeholder relationship management and engagement skills 
• Ability to work in a team and independently, and be a self-starter

Package 

The package for this role includes: 

• Agreed salary on the pay scale which is set between £35,000 and £40,000 (pro rata if part-time) and increased in line with HMC’s performance-related salary increase structure 
• HMC is a fully-remote organisation so all roles are 100% home based with occasional opportunities to meet up in person. 
• We support flexible working arrangements and are happy to discuss preferred working patterns with staff. 
• A discretionary annual bonus of up to 10% of your annual salary will be paid upon HMC reaching agreed profitability targets 
• Contributions to a company pension scheme in line with statutory requirements. 
• 28 days of paid holiday per annum (pro rata if part time), plus bank holidays 
• Office equipment to allow home working including: 
• Computer (MacBook Air)  
• Workstation if required (e.g. adjustable table and chair) 
• Mobile Phone (iPhone)
