Evaluating Fisheries Monitoring Technology: HMC’s Expertise Drives Evaluation Framework Design

Project Aim:

The aim of the project was to support Defra and its associated arms-length bodies (ALBs) in designing an evaluation framework for fisheries monitoring technologies. HMC provided subject matter expertise and evaluation capabilities, conducting system and policy mapping, interviews, and contributing to the design of the Monitoring, Evaluation, and Learning (MEL) framework. The project aimed to enhance the understanding and effectiveness of fisheries monitoring, enabling evidence-based decision-making and the optimisation of fisheries management practices.

Project Outcome:

The project outcomes include the development of a robust evaluation framework for fisheries monitoring technologies, incorporating system and policy mapping, stakeholder interviews, and a comprehensive MEL framework design. These outcomes enable Defra and its ALBs to assess the effectiveness of monitoring technologies, make informed decisions, and improve fisheries management practices for sustainable and efficient resource utilisation.

HMC played a pivotal role, alongside ICF, in supporting the design of an evaluation framework for Defra and its associated arms-length bodies (ALBs) regarding the implementation of fisheries monitoring technologies. Leveraging subject matter expertise and evaluation capabilities, HMC engaged in various activities to facilitate the development of this framework.

The project involved comprehensive system mapping and policy mapping exercises, which aimed to provide a holistic understanding of the existing fisheries monitoring landscape. Through in-depth interviews with key stakeholders, HMC gathered valuable insights and perspectives on the design and implementation of monitoring technologies.

Additionally, HMC provided crucial input and expertise in the design of the Monitoring, Evaluation, and Learning (MEL) framework. This input ensured that the evaluation framework was robust, comprehensive, and aligned with the specific requirements of Defra and its ALBs.

By contributing subject matter knowledge, conducting interviews, and assisting with the framework design, HMC played a vital role in enhancing the evaluation capabilities of Defra and its ALBs. The evaluation framework will enable a thorough assessment of fisheries monitoring technologies’ effectiveness and inform future decision-making processes.

Through its expertise in evaluation methodologies and deep understanding of fisheries monitoring technologies, HMC and ICF supported Defra and its ALBs in their commitment to improving and optimising fisheries management practices. The project’s outcomes aim to enhance the sustainability and efficiency of fisheries monitoring technology, promoting the long-term health and viability of our marine ecosystems.
